I normally cut as you say in a slight angle to prevent the vines dripping on the buds below. It’s not just water but also carbohydrates from the old wood. So it can become a bit sticky and give some delay to the buds to grow out normally. But it’s never a big problem. If the vines bleed a lot, this won’t work, there will be so mucht pressure that it drips around the whole diameter of the spur and the buds get sticky anyway. See the pictures.
